An unexpected visitor

The Past Continuous as the Interrupted Action
The past continuous describes an action already under way at a particular past moment. Interruption is the context where this is easiest to see: something is in progress, and a shorter event cuts across it. The action in progress is the one that takes was/were + -ing.
She was cooking dinner when the power went out.
They were driving home when the storm started.
Which Action Gets the Continuous?
Ask which action had duration — which one you could have been in the middle of. Waiting, cooking and driving all stretch over time, so they take the continuous. Seeing, going out and starting are instant, so they do not.
Background, Not Just Interruption
The same form sets a scene even when nothing interrupts it: The sun was shining and the birds were singing. Interruption is one use of the past continuous, not its definition — the constant is that the action is viewed from inside, while it was still going on.
Common Mistakes
✗ She was seeing the accident while she waited. → ✓ She saw the accident... (instant event)
✗ When the power went out, she was starting to cook. → ✓ ...she was cooking. (already under way, not beginning)
